The Managing Director of Tema Oil Refinery (TOR), Edmond Kombat, has said that as part of processes to help increase its current crude oil processing rate from 28,000 barrels to between 45,000 and 55,000 barrels per daily stream (bpd), the company currently has engineers from Verga Engineering on site working with the refinery’s technical team to complete the installation and commissioning of the F-61 crude heater, which is expected to enable the existing Crude Distillation Unit (CDU) to process more crude oil.

That work by the engineers is expected to completed by the end of October 2026 as part of efforts to raise production and support plans to meet more of Ghana’s fuel demand through local refining.

Speaking at a press briefing in Accra on Monday, October 26, 2026, Mr Kombat said the work follows the resumption of crude processing at the CDU on December 19, 2025, after turnaround maintenance.

TOR currently processes about 28,000 barrels per daily stream, below the unit’s capacity of between 45,000 and 55,000 barrels per daily stream.

Mr Kombat said TOR was targeting local refining of about 70 per cent of Ghana’s fuel demand by 2028, with plans to increase its crude processing capacity to 100,000 barrels per day.

He said the longer-term plan was to increase refining capacity to 200,000 barrels per day through further expansion projects.

The planned expansion to 100,000 barrels per day is separate from the immediate work to increase throughput at the existing plant. Achieving the proposed capacity will require further investment and the completion of additional projects.
