Russia’s central bank expected roughly 60,000 people to open digital ruble accounts by the end of the year. It got more than 220,000 in a single month.
The figure was disclosed on October 6, 2026, about five weeks after the nationwide rollout began on September 1. It lands as BRICS nations work on ways to connect their digital currency systems for cross-border trade and payments.
The numbers behind the launch
Bank of Russia Deputy Governor Zulfiya Kakhrumanova addressed the early adoption at the Fintech X10 forum. She acknowledged the uptake had come in stronger than the central bank anticipated.
By her account, the more than 220,000 accounts opened by the end of September represented more than three times the institution’s initial forecast. The prior expectation had been approximately 60,000 accounts by year-end.
The digital ruble now sits as Russia’s third official form of money. It joins cash and bank deposits on the list.
Unlike a bank deposit, which is a claim on a commercial lender, the digital ruble is issued directly by the Bank of Russia. Users still reach it through familiar channels: the mobile apps of participating commercial banks.
Payments run mainly through QR codes.
The rollout was not left entirely to consumer curiosity. Large retailers and major banks were required to support the system from launch, which gave the currency places to be spent on day one.
Corporate interest is building too. VTB reported that more than 1,500 corporate clients were ready to open digital ruble accounts as of September 2026.
Government payroll is also part of the test. Starting October 1, select employees of the Finance Ministry could opt in to receive salaries in digital rubles on a voluntary basis.
Citizens are allowed a single digital ruble account with a monthly top-up limit of ₽300,000, with zero fees for transfers, payments, and B2B transactions through the end of 2026.
Why Russia built a state digital currency
Western sanctions tied to the conflict in Ukraine accelerated Russia’s CBDC push. The goal is to strengthen payment systems with partners such as China and India.
Member states, including China and India, are exploring interoperability between their digital currency systems for cross-border transactions, with the broader ambition of cutting reliance on traditional banking intermediaries amid global sanctions.
Domestically, broader deployment phases are scheduled for 2027 and 2028.
What the early uptake does and doesn’t tell us
The headline figure is strong, but account openings are a measure of sign-ups. They do not reveal how often people actually transact, how much value moves through the system, or whether early adopters stick around.
VTB’s 1,500-plus corporate clients ready to onboard suggest businesses see some practical use, and business adoption tends to drive transaction volume in ways individual curiosity does not.
The Finance Ministry salary pilot is another tell. If paychecks start landing in digital rubles, spending in digital rubles follows naturally.
For the crypto market, the digital ruble is a reminder that the phrase “digital currency” covers very different designs. Bitcoin and most crypto assets run on decentralized networks with no single issuer, while a CBDC is a direct liability of the state.
