The explosion in illegal cigarettes and tobacco has caused an unprecedented 29 per cent plunge in legal sales, blowing a hole in the federal budget and forcing the government statistician to take the extraordinary step of trying to measure black market activity.
The huge switch by consumers to illegal cigarettes and vapes has been widely blamed on successive Labor and Coalition federal governments increasing the tobacco excise by more than 280 per cent since 2013.
